1 Expert Senior (41 jours ouvrables)

Profil demandé:
- Avoir un diplôme universitaire de niveau BAC+4 minimum en économie, sciences sociales, école de gestion, ingénierie, droit, ou équivalent;
- Justifier d’un minimum de dix (10) années d’expérience professionnelle pertinente, dont au moins sept (7) dans le domaine de la gestion de l’aide au développement et
spécifiquement cinq (5) ans dans la gestion de projets FED;
- Avoir déjà travaillé au moins un (1) an dans le cadre d'un projet d'appui à l'Ordonnateur National du FED;
- Avoir déjà rédigé au moins un manuel de procédures internes dans le cadre d'un projet de développement;
- Avoir un niveau de langue maternelle en français (parlé et écrit).

Par ailleurs, il est attendu que l'expert définisse dans l'offre remise par le bureau d'étude une méthodologie, c'est-à-dire sa vision d'un manuel de procédures tel qu'il devrait exister dans une structure de type CELON (ou CAON, c'est-à-dire Cellule d'Appui à l'Ordonnateur National).

LIEU ET DUREE
La 1ère mission devra avoir lieu en novembre 2010, à partir du 8 novembre si possible.
Le manuel de procédures internes finalisé, après la 2ème mission de l'expert à la CELON, devra être remis le 31 mars 2011 au plus tard.
La notification des résultats de l'évaluation des offres, pour la préparation de la 1ère mission de l'expert, se fera le 8 octobre 2010 au plus tard.

FWC Lot 11 - Capacity Building in the Public Financial Management Area in a specific province of PNG (to be confirmed)

Global objective: to support the public financial management at the level of one province in PNG with a view to upgrading its systems against international benckmarks and, consequently, paving the way to pooling funds among donors and have these funds managed by government systems.

Specific objectives:
1.participate fully, efficiently and effectively in the institutional assessment;
2.implement the findings and the roadmap.

n. 1 Senior Expert - Public Finance Management (144 working days)
-10 years’ experience working in developing countries, of which at least a minimum of five (5) years in PFM-related activities.
- Experience in Finance and Economics of Development with specialisation in Public Financial Management.
- Experience with the EU institutional assessments (also called Five Pillar assessment) including assessments at sub-national level.
- Sufficient knowledge of relevant laws, regulations and rules in PNG concerning public financial management. This includes but is not limited to the Public Financial Management Act, Public Procurement, accounting, auditing and reporting.
- Similar assignments in developing countries preferably in the ACP region and preferably with Government institutions and/or sub-national governments;
- fluency in English is required and fluency in Pidgin will be a significant asset;
- experience with public financial management in PNG will be an asset.

Language skills: excellent command of English.

LOCATION AND DURATION

Starting period: The assignment will start around mid-October 2010 but the final starting date shall be confirmed later. A final schedule of the mission will be agreed during the first phase of the mission.

Foreseen finishing period or duration: The assignment will have a maximum duration of 144 working days including a maximum number of three (3) days for international travel from/to the place of residence to/from PNG for each mission.

The assignement will be over an overall period covering mid-October 2010 to end of 2011. Three missions are foreseen: the first one from mid-October 2010 to mid-December 2010; the second mission between mid-January 2011 and June 2011; and the last one between July 2011 and December 2011.

To carry out this assignment, an indicative number of ten (10) domestic travels – to be agreed by the EU Delegation to PNG - by plane are authorised. All costs relating to these travels shall be included in the budget for this FWC.

FWC Lot 11 - Financial Advice to the High Judicial Council in the occupied Palestinian Territory

Requested services
The requested services are the provision of a total of maximum 222 working days within 15 months for one junior expert. The expert should assist the High Judicial Council in developing the financial department of the High Judicial Council, assist in the development of procedural guidelines (if necessary), build the capacities of its staff members, and advise the relevant authorities in allocating resources and in budget programming, management and control. The advice should first be based on an assessment of the current budget management and control procedures of the High Judicial Council, and must define possible mechanisms to improve the situation. The contract is subject to extension (within the contractual limits of a framework contract), in case the contracting authority and the High Judicial Council agree on the renewal.

Expert Jnior
- Masters or advanced degree or accreditation in Business Administration, Finance, Economics, Accounting or other relevant discipline
- Minimum 7 years experience in public financial management, including budgeting and planning
- Demonstrable successful experience in capacity building in the expert's professional field to a range of beneficiaries
- Experience in drafting budgets for a governmental body would be a great asset
- Excellent oral and written Arabic and English language skills
- Excellent interpersonal skills to allow effective communication in a culturally and politically challenging environment
- Experience in the judicial sector would be an advantage.
Working language(s)
Working language is Arabic and English. The draft work plan, assessment report, and final report shall be submitted in Arabic and English. Translation services may be used. The day-to-day language of the assignment will be Arabic and most material produced in achieving the objectives set out above will likely be produced in Arabic only.

The foreseen starting date is 4 October 2010. The duration of the assignment as junior advisor is maximum 15 months in-country, subject to extension within the contractual limits of a framework contract.

Expert 1 - Senior

FWC Lot 7 - Training on Budgeting and Financial Management - PNG

The Expert should have a Degree in Public Accounting and Finance or be a professionally qualified Accountant and certified as Vocational and Educational Trainer (VET).

FWC Lot 10 - Technical Assistance to the Ministry of Industry and Trade Senior trade and private sector development Specialist

The global objective of the assignment is to assist MoIT and related public sector institutions involved in trade and private sector development policy formulation and implementation; put in place appropriate industrial, trade and investment policy implementation and monitoring frameworks that will contribute to GoMs main vision statement.

Specific objectives :
- Advise and assist in the development of trade development strategy;
- Advise on development of product and industrial profiles and development of potential export products and services profiles;
- Assist in development of industrial strategy policy and industrial position papers;
- Advise and assist in the conclusion of the Investment Promotion and Protection Agreements (IPPAs) with interested countries;
- Assist in development of marketing tools for Small and Medium Enterprises (SMEs) and Cooperatives;
- Assist development of rules and regulations of Consumer Protection Act and establishment of a Consumer Protection Council;
- Assist in developing Ministry’s inventory of products, producers and buyers for use by the business community to facilitate linkage between producers and suppliers;
- Assist with the programming of the various components under the new 10th EDF Capacity Building on Trade and Private Sector Development Programme;
- Work with the Ministry to promote industry, trade and investment policy discussions with the private sector and other stakeholders such as National Working Group on Trade Policy, Malawi Confederation of Chambers of Commerce and Industry and other organisations and coordinating entities; and
- Contribute to developing Terms of References for the successor Senior Trade and Private Sector Development Advisor under the new 10th EDF supported trade programme.
- Build the capacity of public and private sector institutions to enable them to access extra EU funding from regional (COMESA/SADC) and Intra-ACP programmes.

n. Senior Trade Expert ( 160 w/d)
- advanced university degree (or equivalent) of at least four years in the fields of economics, macroeconomics, trade development or a similar field. A professional experience of at least 8 years in these fields in addition to the professional requirements stated below would be considered as equivalent to a four years advanced university degree.
- minimum of 10 years professional experience of which at least 8 years work experience in the fields of trade and private sector development; investment related programmes, private sector legal reform, and trade policy coordination in developing countries.
- knowledge of policy issues relating to trade, private sector led growth and development, and ability to undertake institutional and economic analysis (both quantitative and qualitative).
- Working experience in the SADC and COMESA regions and Malawi is of advantage.
- Drafting skills are important, as are a good working knowledge of the standard Microsoft Office suite of programmes.
- excellent English communicator, writer and editor.

LOCATION AND DURATION
The assignment should start by 1 November 2010 at the latest.
The duration of the assignment is 160 working days including time for completing the final report; carried out within 48 calendar weeks and a maximum 3 missions in country.

FWC Lot 7 - Result and EDF Compliance Oriented Monitoring of 4 Programme Estimates

Global objective
The global objective of the assignment is to assist the PIU to supervise the delivery of the 4 programme estimates funded under Component 4 as well as to facilitate and follow up on the IA.

- To ensure the timely execution of the 4 PEs and their compliance with EDF requirements, and
- To provide guidance to the PIU and the stakeholders, namely the European Union Delegation (EUD) and the National Authorising Officer Support Unit (NAO SU) in terms of corrective measures to be taken by each one of the Agencies.

- 10 years’ experience working in developing countries, of which at least a minimum of five (5) years should have been in monitoring (preferably in Result Oriented Monitoring missions), evaluation audit.

revision studies should also take into consideration the road map from DIS to EDIS prepared by the NAO with close cooperation of the Commission and related internal bodies which would lead NIPAC and other related bodies within DIS to make necessary arrangements to for fulfilling the EDIS requirements.
- Review the current workload analyses of the EUSG regarding its roles and functions in programming, and monitoring and also prepare separate workload analysis for the functions of evaluation of the IPA assistance and general coordination of the whole IPA under various components.

LOCATION AND DURATION
Starting period: The exact date of the Identification Mission will be decided by the Delegation and communicated to the selected team of experts once all arrangements have been done. It is advised that the experts should be ready to carry out this mission from September 2010.
The overall input for the assignment is estimated at 60 working days (30 days per expert) over a 5 month period.
Duration and foreseen finishing date: The duration of this Identification Mission will be a maximum of one month.

Location of assignment
The location of the assignment will be Pakistan. Most of the stakeholders reside in Islamabad. Travel is likely to be needed to meet stakeholders in Punjab and Sindh. For stakeholders in Balochistan and Khyber Pakhtunkhwa, the Delegation will try to set up meetings in Islamabad as travel to these areas is restricted for security reasons. FWC Lot 11 - Support for the Development of a Public Financial Management Plan (PFMP) for Kiribati

Public Financial Management Expert (international, duration period of 6 months, 3 months full time in country (60 working days).

The public financial management expert will have sound, practical, knowledge of public financial management, ideally in the smaller Pacific islands context. The expert will hold a recognized and relevant professional qualification, preferably in economics, finance, accounting and/or related disciplines. Experience in the Pacific region is highly desirable, as is experience with advising on, or implementing, PFM reforms—Government experience with these reforms, at senior management-level, is preferred.

Detailed Tasks:
The expert will work under the supervision of the Permanent Secretary for the Ministry of Finance and Economic Development (the NAO) and the EU Delegation for the Pacific, and in close coordination, with the TA to the National Authorizing Officer (NAO), Kiribati, and consultation with Kiribati development Partners to undertake the following tasks:
- In consultation with the Permanent Secretary for Ministry of Finance and Economic Development, establish a Steering Committee, to be chaired by the Permanent Secretary for Ministry of Finance and Economic Development and comprising representatives from key ministries and departments with development partner representatives participating as observers, to guide the development, implementation and on-going review of the PFMP;
- Support the steering committee in their preparation of a PFMP Coordination Matrix that outlines areas of weakness identified by the 2009 PEFA assessment, specific areas that Government and development partners are already addressing, and areas that have yet to be addressed. The Matrix should provide the basis for Government to prioritize and sequence its PFM reforms, and for development partners to better target and coordinate support;
- In consultation with the Permanent Secretary for Ministry of Finance and Economic Development, other key Government stakeholders, and development partners (in particular, the TA consultants assisting with on-going reform efforts), propose a roadmap that sets out the timeframe, process, and key milestones, for the preparation and implementation of the PFMP. Where possible, each of the steps/ phases in the roadmap will be costed so that Government, and development partners, are able to appropriately gauge resourcing requirements;
- Prepare, in close consultation with the Permanent Secretary for Ministry of Finance and Economic Development, and other key Government stakeholders, a PFMP for Kiribati; and
- Provide, as and when needed, high-level guidance and advice to the Permanent Secretary for Ministry of Finance and Economic Development throughout this process.

The assignment is expected to commence in September 2010 and continue through until January 2011.

FWC Lot 11 - Public Expenditure Review in the Education Sector in Namibia and Support to financial management functions and budget preparation

The EU Delegation to Namibia has offered its support to the Ministry of Finance and the Ministry of Education in their joint endeavour and is providing technical expertise to undertake a Public Expenditure Review considered as pivotal in reviewing the efficiency and equity of expenditures in the Education Sector. The review is meant to help analysing Exchequer spending in a systematic manner, defining budget trends since 2005, identifying inefficiencies and underfunded educational inputs in relation to policy objectives and development goals and suggesting more strategic, quality and pro-poor budget allocations.
Through this consultancy, support will be threefold:
1) Support national authorities with the undertaking of the PER in the education sector while building in-country capacity (via a practical transfer of skills) throughout the process to allow replications of sector reviews in the future. Towards the end of the PER for the education sector, the consultancy will also support the Ministry of Finance with the overall interpretation of the global PER including other O/M/As.
.2) Strengthen the budget preparation and budgetary allocation processes for Vote 10 (MoE) in line with the findings of the systems institutional analysis, the capacity building needs analysis and the recommendations emanating from the PER. A capacity building plan for financial planners at central and regional level will be drawn up.
3) Initiate all preparatory work required to launching a Public Expenditure Tracking Survey meant to take place in 2011 to inform the budget preparation process for 2012/2013.

Specific Objectives
The team of international consultants will be assisted by national expertise and will work in tandem with the Macro-Economic Working Group overseeing the budget preparation process in Namibia. This group composed of representatives from the National Planning Commission, the Ministry of Finance, the Bank of Namibia and the Ministry of Trade and Industry will be the GRN partners of the consultants. It is with this group that the team will carry out the PER while ensuring that at the end of the assignment the foundations are laid down for national and regional authorities to:
- Understand the PER methodology and address, through national systems and structures, reports' findings and recommendations.
- Make informed budgetary decisions on sector priorities within and between programmes and make more strategic budget allocations to produce a sector policy and pro-poor driven budget.

This expert must have extensive knowledge and practical experience of developing and implementing comprehensive responses to HIV & AIDS, preferably in the Southern African region. As a minimum, this expert must have played a key role in the development and/or implementation of one national level response strategy to HIV & AIDS in the past five years.

Expert in South African Higher Education (Senior)
This expert must have sound knowledge and experience of the higher education sector in South Africa. As a minimum, this expert must have worked in or with the South African higher education sector for five years since 1999, preferably with several HEIs or at a national level.

Each of the Senior experts must have education equivalent to a Masters Degree, and at least 10 years' experience in the sectors directly or indirectly related to this assignment. In the absence of a Masters Degree, a relevant Bachelors Degree and 15 years' relevant experience are required.

Expert in Research (Junior)
This expert must have good knowledge and practical experience of applying research methodology for the social sectors, especially data collection and processing. As a minimum, this expert must have participated in one action-oriented or evaluation study in the social sectors in the past three years.

The Junior expert must have education equivalent to a Masters Degree, and at least 3 years' experience in the sectors directly or indirectly related to this assignment. In the absence of a Masters Degree, a relevant Bachelors Degree and 8 years' relevant experience are required..

All experts must be fluent in spoken and written English, and must have excellent technical writing skills.
Each expert will be required to work for 30 days, with the exception of the Team Leader who will be required to work for 35 days
