FWC Lot. 10 - Support to the process of privatising and restructuring of the shipbuilding industry in Croatia
1. Expert 1 – Senior expert, Team leader – minimum 85 man-days, no less than 95% of man-days should be spent in Croatia
2. Expert 2 – Junior expert, Technical expert – minimum 37 man-days, no less than 95% of man-days should be spent in Croatia
Global objective
To improve the capacity of Croatia to implement and apply European rules and standards related to the negotiation in Chapter 8 Competition Policy.
Specific objective(s)
1. To provide assessment and analysis all the aspects of the individual Plans offered by investors provisionally selected in the tender procedures for the privatisation of Croatian shipyards, and/or Plans presented by the government, in time for final government approval;
2. To enhance the Croatian Competition Agency’s capacity in this process.
Profile of experts
Expert 1 – Senior expert, Team leader – minimum 85 man-days, no less than 95% of man-days should be spent in Croatia
-Masters Degree Academic level or equivalent professional experience of 15 years in the area of shipbuilding industry (absolutely required)
-Working knowledge of English (absolutely required)
-Computer literate.
-At least 10 years of working experience in the area of shipbuilding industry (absolutely required);
-Experience on at least one project as a Team leader
-Experience on at least one project related to the restructuring activities (absolutely required);
-Experience on at least one project related to privatisation of companies in new EU member state (EU 12);
-Familiarity with the Croatian shipyards;
-Experience in EU policies and programmes concerning the shipbuilding industry;
-Familiarity with the EU concept of state aid rules and practice in rescue and restructuring cases.
Expert 2 – Junior expert, Technical expert – minimum 37 man-days, no less than 95% of man-days should be spent in Croatia
-Masters Degree Academic level or equivalent professional experience of 7 years in the area of shipbuilding industry (absolutely required)
-Working knowledge of English (absolutely required)
-Computer literate.
-At least three years of working experience in the area of shipbuilding industry (absolutely required).
-Experience on at least one project related to the restructuring activities (absolutely required);
-Experience on at least one project related to privatisation and the mechanism of the financial and technical restructuring of companies in new EU member state (EU 12).
LOCATION AND DURATION
Starting period: mid August 2010
Foreseen finishing period or duration: 7 months (5 months for the implementation of tasks and 2 months for submission and approval of the final report).
