The
global objective is to contribute to reduction of the exposure of consumers in Serbia to unsafe and low quality products by improving functioning of market surveillance system in country.
Sperific objectives a. Preparation of Terms of Reference for the service contract under the project "Strengthening of the Serbian market surveillance system for non-food and food products" in line with the project fiche;
b. Technical assistance to the Ministry of Trade and Services in the comprehension of the Regulation 765/2008 on accreditation and market surveillance
ExpertA - Market surveittance for non-food products - 39 working days - Education at least up to Masters degree in Mechanical or Electrical engineering, Physics, Law or professional experience of at least 10 years in the tield of market surveillance
- Excellent knowledge of English language including drafting skills
- At least 10 years of postgraduate experience in the fìeld of market surveillance related issues: product safety and/or policy development/implementation, and/or drafting/enforcement of legislation in the area of market surveillance (technical regulations), and/or supporting institutional reforms in market surveillance sector including capacity building of inspection authorities as well as institutional development in addition to requirements under qualification above.
- Experience of a minimum of 5 years in the implementation of the market surveillance practice in the EU Member States
- Experience as a long term expert (or in the other equivalent capacity) in implementation of at least one project with the specìfic objective to align market surveillance practice and procedures with the EU standards in former or current candidate countries for membership in the EU
- Experience in the design of EU funded project involvmg technical assistance (i.e. preparation of Terms of References and log frames in accordance with EU procurement rules and procedures for service contracts)
- Experience in conduction of fact finding/needs assessment inissions;
Expert B - Sanìtary and Phytosanìtary standards - 21 working days
-Education at least up to Masters degree level in Agriculture, Economics, Law or relevant discipline or professional experience of at least 10 years in the field of food safety
- Excellent knowledge of English language including drafting skills
- At least 10 years of postgraduate experience in the field of food safety and inspection and/or policy development/implementation and/or drafting/enforcement of legislation in the area of sanitary and phytosanitary standards and/or legai and administrative framework and/or conformity assessment (certification and testìng laboratories) and/or standards and norms and/or capacity building of inspection authoritìes as well as institutional development in addition to requirements under qualification above
- Experience in management/implementation of EU funded projects in the area of food safety
- Experience in conduction of fact finding/needs assessment missions;
- Experience in drafting ToRs in accordance with EU procurement rules and procedures;
Expert C - Traìner/Consultant in Regulatìon 765/2008- 47 working days
- Education at least up to Masters degree in Mechanical or Electrical engineering, Physics, Economica, Law or professional experience of at least 10 years in the field of market surveillance
- Excellent knowledge of English language including drafting skills
- At least 10 years of postgraduate experience in the field of market surveillance related issues: product safety and/or policy development/implementation, and/or drafting/enforcement of legislation in the area of market surveillance (technical regulations), and/or supporting institutional reforms in market surveillance sector including capacity building of inspection authorities as well as institutional development in addition to requirements under qualification above.
- Experience of a minimum of 5 years in the hnplementation of the market surveillance practice in the EU Member States
- Proven knowledge of the Regulation 765/2008 of the European Parliament and the of the Council setting out the requirements for accreditation and market surveillance relating to the marketing of products as well as the best practice of the Old Member States and New Member States
- Experience as a trainer and in delivering presentations, drafting of training material
- Experience in drafting report, guidelines, planning documents
- Experience in management/implementation of EU funded projects in the area of market surveillance
LOCATION AND DURATION Starting period : The indicative starting date of the assignment is mid September 2010. The experts may be required to come earlier.

The indicative schedule of the assignment is as follows:
A briefing session will be held upon arrival in Belgrade in the premises of the Delegation of the European Union to the Republic of Serbia, with the Project Manager.

ssignment 1: 1 Mission in the period September to mid October 2010
Expert A in Market Surveillance of the industriai products- 35 working days Expert B in Sanitary and Phytosanitary standards - 20 working days
Preparation of the Output 1: Needs assessment report should be fmalized the latest by end of September 2010
Preparation of the Output 2 and 3: ToRs and Interim report should be fmalized the latest by mid October 2010
Home office based activities
Expert A in Market Surveillance of the industriai products - up to 3 working days if needed Expert B in Sanitary and Phytosanitary standards - 1 working day if required
• Preparation of the Output 4; Technical input for tender claxilications - provisionally Aprii 2011. The experts are expected to be available online as well as telephone accessibility to Project Manager if needed Home office based work is subject of the vrìor approvai of the Project Manager
Assignment 2: 1 Mission in the period October to mid December 2010
Expert C - Trainer/Consultant in Regulation 765/2008 - up to 46 working days
Perfoiming of the Output 5 and S: Indicative allocation of man/days for the training design and consultations with MTS for the preparation of the ali training related activities are gìven in the table bellow. Ali details should be further agreed following the methodology proposed and in consultations with MTS and EUD.
Preparation of the Output 6: Expected delivery of the Guidelines for transposition of Regulation 765/2008 is end of November 2010
Preparation of the Output 7: the latest delivery of the draft Market surveillance work pian for 2011 is expected by mid December 2010.
The sequence of the tasks for the expert C may be further adjusted in agreement with MTS and following the prior approvai of the EUD Project Manager
