FWC Lot 7 - TECHNICAL ASSISTANCE TO THE PALOP-TL PROGRAMME
1 Senior Expert (120 working days)
Global objective: The proposed assigrunent aims at facilitating and supporting the implementation of the PALOP-TL programme.
Specific objective: The assigrunent will provide technical assistance to the Coordinating Authorizing Officer in the overall coordination and project cycle management within the scope of PALOP-TL cooperation. It will fili in the gap between the present technical assistance and the new Coordination mechanism project.

1 Senior Expert (120 working days)
- University degre
- at least 10 years of relevant professional experience
- Minimum 5 years of previous experience on technical assistance to developing countries;
- Communication and reporting experience and skills;
- Team management experience and skills;
- Advanced knowledge of EDF procedures and of PCM tools;
- Knowledge of project accounting and of programme estimate operations;
- Full computer and internet literacy.
- Experience of work in previous PALOP-TL countries will be considered an advantage. Experience within the scope of institutional assessment and capacity deveìopment will also be considered and advantage.
- Language skills: Fluency in Portuguese (spoken and written) and Fluency in English or French (spoken and written)

LOCATION AND DURATION
Starting period Week of September 27th
Foreseen finishing period or duration: 120 days duration, foreseen to end during the month of April2011, considering one break at Christmas time.
Planning including the period for notification for placement of the staff
Travel to Mozambique during the week of September 27th.
Assignment will start with briefings with EU Delegation to Mozambique and the PALOP-TL Coordinating Authorizing Officer.

Location(s) of assignment
Maputo, Mozambique
Missions to be foreseen: 1 to Europe, possibly Brussels, two to a PALOP-TL country (except Timor-Leste), probably Guiné-Bissau.
