FWC Lot.11 - Technical Assistance to Facilitate the Creation of a Mechanism to Inform the Measurement of the Economic Contribution of the International Business and Financial Services Sector to the Barbadian Economy
Expert 1: Economist (78 man days)
Expert 2: Systems Analyst Specialist (78 man days)

The overall objective of the consultancy is to create an effective mechanism to inform the measurement of the economic contribution of the International Business and Financial Services sector to the Barbadian economy.
The specific objectives of the consultancy are:
- to identify the economic indicators which reflect the contribution of the International Business and Financial Services sector to the economy of the country;
- to create a mechanism which would capture and collate all the related data ensuring that it is easily accessible by the relevant revenue-earning agencies, and user-friendly; and
- to develop a mechanism to facilitate systematic periodic (quarterly, annual) collection and analysis of data on the contribution of the sector to the economy.

Expert 1: Economist (78 man days)
- Masters Degree in Economics
- Strong competence in English
- Strong written, oral and presentation skills
- Computer literacy
- Knowledge of the global International Business and Financial Services sector
- At least 15 years experience in the area of economic development, economic research and econometrics.
- At least 15 years experience with respect to the identification of economic indicators and the collection of data to measure economic contribution, the monitoring of economic trends and the development and management of mechanisms to capture economic data.

Expert 2: Systems Analyst Specialist (78 man days)
- Masters Degree in Computer Science with a speciality in systems design or a professional qualification in Systems Analyst and design
- Strong competence in English
- Strong written, oral and presentation skills
- Computer literacy
- Proficiency in Database Applications
- At least 15 years experience in the analysis and design of computer systems
- The Systems Analyst Specialist should possess vast experience in systems design and have an understanding of the capabilities of information and communication technologies.
- Knowledge of the global International Business and Financial Services sector
- an understanding of accountability and security of information within a public service environment
- experience in the design of information technology platforms on wide area networks
- experience in the design of economic databases

Working Language
The working language shall be English.

LOGISTICS AND DURATION
Location: The assignment will take place in Bridgetown, Barbados.
Start date: This Consultancy is expected to commence in September 2010
Duration: The overall duration of the project is nine (9) months from the start. The consultant is expected to work five (5) days a week.
