FWC Lot. 7 - Short Term Technìcal Advisor (TA) to the Monitoring and Evaluation Unit, Prime Ministeri office
Senior Expert - M&E (164 working days)
Global objective: The purpose of the Technical Assistance is to reinforce the capacity of the M&E Unit, including the provision of training where necessary on the M&E activities to line ministries.
Specific objective(s)
- Assist DSPPAC in the revision of PAA and PLAS document, in particular in the
implementation of indicators of the programmes and in the conception of operational
linkage between planning and monitoring functions of the main development
programmes.
-Provide technical support to the M&E staff including the analysis of report on outputs,
outeomes and impact of major government programs and policies including
implementation progress reports of the PAA and the PLAS.
-Build capacity of the M&E staff and the M&E focal point officers wìthin DSPPAC
and line ministries and the M&E working group.
-Develop monitoring and evaluation tools for policy impact assessment, project and government programs.
- Assist the M&E unit in its initial writing of M&E quarterly reports, the 2010 annual
development report and other evaluation reports.
-Assess the M&E framework and provide advice on further improvement of the M&E framework.
Senior Expert (164 working days)
- At least 10 years of relevant professional experience of work on public sector policies and development planning or monitoring issues;
- A least an advanced degree (MSc, M.A. or equivalent) in a relevant discipline (e.g. development studies, economics, public sector policies, or equivalent subject area);
- A relevant professional experience could replace an advanced degree.
a Strong background and experience in Monitoring and evaluations of national govermnent programs, policies and projects ;
- Experience and tangible evidence in the analyses of outcome, output and impact
assessments;
- Good knowledge of national planning and tools of analysis and consistency in the area of monitoring and evaluation;
- Excellent analytical skills of policy impact assessments and programs performance
(allocation, performance) for social sectors, economie and governance sector;
- Experience in undertaking several evaluation studies and impact assessments on national government programs and policies
- Advanced computer skills, including Word, Excel, Access, powerpoint ;
- Ability to present information and pian and develop training sessions in transparent and comprehensible manner.
- Previous experience in the Pacific and knowledge of national context will be an asset.
The working language for this assignment shall be English. The expert will have a perfect knowledge in English, and a good knowledge of French.
The expert is required to have a good working knowledge of standard computer software (word processing, spreadsheets etc).
Some understanding of Bislama would constitute an advantage.
LOCATION AND DURATION
Starting period
The mission is split into two or three periods of assignments:
The first one shall start at approx. mid September 2010;
A possibìe second one shall start around mid February 2011;
The last one shall start at around June 2011.
Foreseen fìnishing period or duration
It has been estimated that a maximum of 164 working days in a period of 12 months.
