Senior Expert 1 (Team Leader): Trade and Economics specialist

Senior Expert 2 : Customs legislation and procedures

Objective: The Final Evaluation (FE) of the project is being carried out in line with the requirements of the Financing Agreement. The FE will address the design, relevance, efficiency, effectiveness, sustainability and potential impact of the project as outlined below. In particular, reference will be made to the implementation arrangements and procedures, in order to assess how effective they were in delivering the outputs, and to make recommendations for the smooth adoption of project outputs by SADC.
The mid-term review of the project conducted in August/September 2009 addressed similar issues at mid-term. The FE will confirm the findings of the MTR and will build on the analysis already undertaken and assess progress made during the final stage of the project.

Senior Expert 1 (Team Leader): Trade and Economics specialist

- University degree of at least four years or equivalent diploma in the fields of economics, trade,
regional integration or related fields. A professional experience of at least 8 years in these fields in
addition to the professional requirements stated below would be considered as equivalent to a 4 years
university degree. University degree or equivalent diploma of less than 4 years can be completed with
relevant professional experience, 2 years additional professional experience is considered as
equivalent to one year university degree.
- minimum of 10 years professional experience of which at least 8 years work experience in the field of
customs and/or trade in a leading position.
- Knowledge and experience of EU funded projects, their implementation and management, EDF rules
(incl. 9th EDF) is required.
- Experience in project monitoring, evaluation and implementation in a regional context is required.
- familiar with the latest international literature on organisational developments, regional integration
initiatives and the rules set out by relevant international bodies and their legal framework.

Working experience in the SADC region is of advantage.

Senior Expert 2 : Customs legislation and procedures

- University degree of at least four years or equivalent diploma in the fields of engineering, physics or
related fields. A professional experience of at least 8 years in these fields in addition to the professional
requirements stated below would be considered as equivalent to a 4 years university degree. University
degree or equivalent diploma of less than 4 years can be completed with relevant professional
experience, 2 years additional professional experience is considered as equivalent to one year
university degree.
- At least 10 years of experience in customs legislation, procedures and/or in the field of customs
administration;
- Experience in co-operation projects with developing countries is required;
- Good knowledge of software tools for customs systems.
- Experience in evaluations and MTRs is considered to be an asset.

The team should have excellent communication and report writing skills in English.

LOCATION AND DURATION

The assignment (stages I-III) will take place in Botswana and in the five selected SADC member States (including Botswana).

The Final Evaluation is projected to start on the 15th of September. The total maximum duration of the consultancy is 43 working days for the team leader (34 days in the field) and 40 working days for Expert no.2 (34 days in the field) over 15 weeks in total. SADC will assist with arrangements for regional travel, appointments and arrangements for accommodation, if required.
